About the role
 

The Program Controls Manager has overall responsibility for implementing and managing program wide control procedures and leading operational tasks in the areas of cost, document, and schedule control to meet Landing Helicopter Docks (LHD) program performance objectives and associated reporting. Responsibilities could include:
 

Lead a group that delivers accurate scheduling, contract administration and cost management services to internal users in a timely and efficient manner, meeting, or exceeding program performance targets; Implement and maintain Plans, Procedures and Processes as necessary to provide robust Program Control outputs and documentation; Participate in the application of Earned Value (EV) principles to individual and collective tasks.  Interpret and flow down Commonwealth EV policy to the ACPC program and assist NSM’s suppliers in the flow down principles to other contributors.  Manage the application of EV principles to ‘other contributors’ such as subcontractors; Create and lead a balanced team to undertake program operations including the implementation and compliance with NSM and CoA requirements; Promote and act as a role model for a performance driven and cohesive Enterprise culture delivering value for money outcomes for Commonwealth of Australia Lead the Program Controls team and manage recruitment, performance, training, and career development of Program Controls personnel.

 

Ideally you will have:

 

Australian Citizen with current Defence security clearance (or ability to obtain); Extensive Program / Project management experience within an Engineering Organisation; Demonstrable experience with Program Controls in a large, complex organisation; Practical ability to utilise critical project management concepts (e.g., Network Scheduling, EVM, program planning, risk analysis, change management and configuration management); Experience in the implementation of EVM based Project Control systems; Previous experience working in a Defence environment, ideally in a Maritime environment; Experience designing and producing reports to identify critical performance trends and recommending actions based on trend analysis.; Nil restrictions to access to AEO or FOUO level or to ITAR controlled material.

This position will work within our subsidiary Naval Ship Management (NSM), which provides asset management solutions to the Australian maritime sector. Working closely with supply chain partners, NSM provides cost-effective and responsive solutions that optimise the availability, capability, and seaworthiness of critical maritime assets. NSM supports assets across the Royal Australian Navy’s fleet – most notably the Anzac Class Frigates as a member of the Warship Asset Management Agreement (WAMA) and the Canberra Class Landing Helicopter Docks (LHD), LHD Landing Craft (LLC) and associated assets as the Asset Class Prime Contractor.
